The Short Answer
CeMAP is a Level 3 qualification. It appears on the Ofqual register as the LIBF Level 3 Certificate in Mortgage Advice and Practice, qualification number 501/0629/6. The awarding body is the London Institute of Banking & Finance, which now trades as Walbrook Institute London.
Level 3 is the same level as an A level. CeMAP is not equivalent to a degree, which sits at Level 6. It is, however, the qualification the Financial Conduct Authority (FCA) accepts for giving regulated mortgage advice, and for most people searching this question that is the equivalence that matters.
What "Level 3" Means
Most regulated qualifications in England and Northern Ireland are placed on the Regulated Qualifications Framework (RQF), which Ofqual oversees. The RQF runs from Entry level up to Level 8, and every regulated qualification is given a level according to how difficult it is.
The government's list of qualification levels includes these at the levels around CeMAP:
| Level | Examples from the government list |
|---|---|
| Level 3 | A level, T Level, advanced apprenticeship, level 3 certificate, level 3 diploma |
| Level 4 | Certificate of higher education (CertHE), higher national certificate (HNC), level 4 certificate, level 4 diploma |
| Level 5 | Diploma of higher education (DipHE), foundation degree, higher national diploma (HND) |
| Level 6 | Degree with honours (for example BA or BSc), ordinary degree, graduate diploma, degree apprenticeship |
A qualification's level describes how hard it is. Its size is a separate measure. A one-unit Level 3 award and a two-year A level are both Level 3, and they take very different amounts of work.
How Big CeMAP Is
The Ofqual register gives CeMAP a size of 25 credits and 250 hours of total qualification time. On the RQF one credit represents ten hours of learning, which is where the 250 comes from. That figure covers all the learning a typical candidate needs, including self-study and revision.
The register also records CeMAP as graded Pass or Fail, assessed by multiple-choice examination. There are no Merit or Distinction grades. On the European Qualifications Framework, which some employers outside the UK use, the register lists CeMAP at EQF Level 4. The RQF and EQF number their levels differently, so the two figures describe the same standard.
Is CeMAP Equivalent to a Degree?
No. A bachelor's degree with honours is a Level 6 qualification, three levels above CeMAP, and it is far larger. An honours degree is typically 360 credits of higher education study, where CeMAP is 25.
That comparison can make CeMAP sound smaller than it is in practice. A degree is a broad academic qualification. CeMAP is a narrow occupational one, built to test whether you know enough about financial services regulation, mortgage law and mortgage practice to advise clients. It does that job, and it does not try to do the other one.
What CeMAP Is Equivalent To in Practice
To give mortgage advice in the UK you need an appropriate qualification, as set out in the FCA's Training and Competence sourcebook. CeMAP is one of the qualifications on the FCA's list for advising on regulated mortgage contracts. This is why employers ask for it, and it is the only "equivalence" most mortgage employers care about.
Other Level 3 qualifications on the same list include the Chartered Insurance Institute's Certificate in Mortgage Advice (CeMA). If you are deciding between them, our comparison of CeMAP, CeRER and CF6 and our guide to LIBF vs CII cover the differences.
The CeMAP Diploma Confusion
People searching for "CeMAP diploma" are often trying to work out whether CeMAP itself is a diploma. It is not. CeMAP is a Level 3 certificate.
The CeMAP Diploma is a separate qualification at Level 4 (Ofqual 603/0515/0). It is made up of CeMAP plus one further unit, Advanced Mortgage Advice (AMA). If you already hold CeMAP, you complete the Diploma by passing AMA alone. It adds no new regulatory permissions, because CeMAP already meets the FCA requirement for mortgage advice. Our guide to what the CeMAP Diploma is covers it in full.
Where You Can Go After CeMAP
Common next steps for a qualified mortgage adviser include:
- CeRER, the Certificate in Regulated Equity Release, which you need before you can advise on equity release. See what CeRER is.
- The CeMAP Diploma, the Level 4 route described above, which deepens what you already advise on.
- DipFA, the Level 4 Diploma for Financial Advisers, for those moving into wider financial advice. Our comparison of the CeMAP Diploma and DipFA sets them side by side.
If you are still deciding whether to start CeMAP at all, our guide to the mortgage adviser career covers what the qualification leads to.
How CeMAP Is Assessed
Since November 2025 CeMAP has been assessed in five units: FRE1 and FRE2 (financial services, regulation and ethics), MRT1 and MRT2 (mortgages) and ASEW (assessment of mortgage advice knowledge). Every unit is a multiple-choice exam with a pass mark of 70%. Our guide to the new CeMAP format explains how the units fit together.
Because every exam is multiple choice, the most useful preparation is answering exam-style questions and reading the explanation when you get one wrong. The first unit, FRE1, is free on GoCeMAP with no card required.
